Minutes of the July Meeting

Minutes from the Last DTNA Meeting

Edd Dundas, DTNA Secretary

CPMC - Architects for the CPMC-Davies planned struc- tural changes presented detailed drawings and various elevation photos. A committee lead by DTNA members Gregg Wilcox, Peter Cohen, Peter Albert, and Richard Magary of the Buena Vista Neighborhood Association has met with CPMC administrators and planners to assure the needs of the DTNA neighbors were heard and included. The committee reported that the plans have included most of the DTNA committee's requests such as no vehicle entrances for the block of Noe between Duboce and Noe, and easier access from the N-Judah stop at Duboce Park to an elevator entrance. Some concerns remain from DTNA members about about building massing and design.

TRADER JOE'S - Presenting were Keith Sinclair, owner of the former Sinclair Paint Co. at 15th and Sanchez, and David Blair, architect for TJs. The speakers showed a ground plan of the proposed building, a store covering the entire lot, with a store entrance on 15th Street, and two parking levels above. Sup. Bevan Dufty attended the meeting and spoke of his pledge to listen to all sides of the debate over the acceptability of the plan to the neighborhood. Comments from the public included: concern for the influx of automobile traffic, waiting to get into the elevated garages, overloading the limited street parking in the area, site is within boundaries of the Better Neighborhood Zone, transit-first policies, bicycle access, pedestrian traffic, using the site for mixed-use retail/housing, blocking fire trucks leaving and returning to the fire station on Sanchez, considering a shuttle service between the store and a better parking facility, and heavy trucks using the street to unload merchan- dise. Several neighbors suggested TJs should also consider finding another place to build the store. Peter Cohen reported that in San Francisco neighborhood residents have the right to object to the introduction of a chain store in their neighborhood.

CAFE FLORE - The manager of Cafe Flore presented their plan to change the Cafe as follows: add alcohol to create a full bar (now limited to beer and wine), live musical/DJ entertainment, opening 24-hours two weekends each year (for Gay Pride & Folsom Street Fair), no food served at the sidewalk table at night after 10:30 pm. All issues are being discussed with the Beaver Street concerned neighbors. Cafe Flore has already agreed to supply special security on the nearby streets when the Cafe closes to decrease noise and other disturbances.

Joe Curtin, president of CAPA, said their group would defer to the residents of Beaver Street, who are in continuing negotiation with Cafe Flore management. DTNA members voted to support the continuance of a July hearing at the Planning Commission for the Conditional Use request for the changes to Cafe Flore. The continuance was supported to allow the Noe and Beaver neighbors more time to work through compromises with Cafe Flore on areas where agreement still hasn't been met.
